The short answer
Azazel is the Watcher charged with teaching humanity to make swords, shields and body armour, to work metals and to produce cosmetics and dyes. In 1 Enoch 10 the whole earth's corruption is assigned to him, and he is bound in darkness until the day of judgment.
Stated directly in 1 Enoch. Whether it happened is a separate question.
The charge sheet is technological
What Azazel teaches is not magic. It is metallurgy, weapons manufacture and cosmetics — capability, delivered to a population the text considers unready for it. That is a remarkably specific anxiety to preserve from the third century BCE.
The sentence in chapter 10 is equally specific: bound hand and foot, cast into darkness, covered so he sees no light, held until judgment. The text treats the transfer of capability as the gravest single act in the narrative.
Reading it without flattening it
Modern readers often reach for the phrase 'ancient astronauts' here. The more defensible reading is that a community which had watched empire-scale violence up close wrote down where it believed the tools came from — and did not blame the people using them first.
