What “resolved” means here
A file is resolved when an identified body — usually the investigating agency — has stated an explanation, and that statement is attached to the record. A resolution is still traceable: the assessment, the assessing body and the stated confidence all stay visible, so a reader can disagree with the conclusion without hunting for the source.
