Media the government released, catalogued the way an archive should catalogue it: who recorded it, who holds it, who published it, and what — if anything — the originating body concluded.

Provenance grades where a file came from. Resolution states what it shows. A Grade A military video can turn out to be birds; a Grade C witness clip can stay genuinely unexplained. We never let one imply the other.
