Enoch carries the Watchers' appeal upward, and comes back with a refusal.

The short answer

In chapters 12–16 the Watchers ask Enoch to draft a petition for forgiveness and carry it to heaven. The petition is refused. The reason given is structural: they were spirits who did not need offspring and abandoned a permanent station for a temporary one.

Stated directly in 1 Enoch. Whether it happened is a separate question.

The one human in the room

The reversal is the point. Beings who once carried human prayers upward now need a human to carry theirs, and the answer that comes back is no. The text uses the scene to argue that some choices are not reversible by appeal.
